Strengthening the Capacity of Indonesian Districts to Plan for Low-Carbon Development

Capacity-building workshops facilitated by experts, specifically targeted at regional government decision-makers.

To support Indonesia’s long-term vision of becoming a fair, prosperous, and advanced nation by 2045—known as Indonesia Emas 2045—Traction Energy Asia, in collaboration with the Koalisi Ekonomi Membumi (KEM), is implementing a technical capacity-building program for district-level governments across the country.

This program aims to equip local governments with the tools and knowledge to develop long-term and medium-term development plans (RPJPD and RPJMD) that integrate the principles of sustainable development, green economic growth, and climate resilience.

Focusing on strategic issues such as clean energy utilization, carbon emissions reduction, natural resource management, and the development of sustainable commodity supply chains, the program also supports the preparation of key planning documents—including Strategic Environmental Assessments (KLHS), regional investment strategies, and poverty reduction policies.

To date, 32 districts from various provinces have joined the initiative. They will receive ongoing support to understand the low-carbon development framework and design policy strategies that align with Indonesia’s National Long-Term Development Plan (RPJPN) 2025–2045.

By strengthening local capacities, this initiative fosters a shift toward more inclusive, resilient, and sustainable regional development across Indonesia.
